As you are aware, the state transferred lands in Kaka’ako to OHA in order to settle a longstanding debt, while still retaining a legal easement to Lot A. This grants them control over boat docking and the collection of related income, as well as the responsibility for maintenance and repairs. It is their legal duty to provide the necessary funds to ensure that the land is safe for public use.

Despite numerous delays in respecting the rights enshrined in our constitution, Native Hawaiians have displayed a great deal of patience with the state. However, it is crucial that the state meets its obligations, as voters expect.

Therefore, I urge you to expedite the process by promptly advancing HB133 HD1 SD2 through the conference committee. This bill is necessary to ensure the safety and well-being of the Native Hawaiian community and the general public, and it is important that we act swiftly.
